6. The moratorium hereby imposed shall not
apply to any debt –
(a) incurred after the date when this
Proclamation takes effect within the
(b)
area in which such debt is incurred;
not exceeding fifty dollars in respect of
any one transaction
(c) due in respect of:-
(1) wages or salaries;
(11) professional services;
(111) work and labour;
(iv) rent not excoeding one year's rent; or
(a) due to any Governant or Local Authority.
The Chief Civil Affairs Officer, or any
Officer authorised by him in that behalf, may,
by notice or by general or
specific order grant exemption in respect of any
debt or class of debts.
Power to suspend or terminate moratorium.

D'ALINGS IN LAND.
Dealings in land prohibited.
8.
During the period of the moratorium no
person shall transact, or attempt to transact,
any dealing in land except
(a) any lease or tenancy for a term not
exceeding one year; or
(b) with the written approval of the

Controller of any officer authorised by
him in that behalf any lien or quitable
mo trage by deposit of documents of title'
with a financial institution.
